The history of cannabis and its usage by humans dates back to at least the third millennium BC in written history, and possibly as far back as the Pre-Pottery Neolithic B (8800–6500 BCE) based on archaeological evidence. For millennia, the plant has been valued for its use for fiber and rope, as food and medicine, and for its psychoactive properties for religious and recreational use.
Financial Impact
Better-than-expected sales of marijuana in Colorado and Washington over the past several years have resulted in buoyant tax revenues. In 2021, Washington collected $559.5 million of legal marijuana revenue, over $85 million more revenue than 2020.8 Meanwhile, Colorado collected $423 million of marijuana tax revenue in 2021, up almost 10% from the year prior.
Law and Order
Although white and black Americans use cannabis at equal rates, people of color are four times more likely to be arrested for cannabis possession. Even in states where cannabis is legal, people of color are still twice as likely to face a cannabis charge.
